After 9/11 and the anthrax letters attacks in Washington DC, many nations focused on development of CBRNE detection and countermeasures capabilities, for fixed-site, mobile, and naval platforms, to round out defensive capabilities in a military context.

Those capabilities were naturally migrated to civilian defense requirements, under the jurisdiction of national civil defense and security organizations.
